The old world includes all Europe except France. However, the new initiatives in Italy, Spain, Hungary, or even french Languedoc Roussillon are close to the "new world" concepts. The key difference is the stringent system of regulations maintained by the European Union. It might be another case of the fight of regulations against market, with "old world" facing the risk of losing export markets.
